Makefile changed for campus

        Hi,

        According to Aaron Maschnot's request,
I have changed Makefile for compiling blastmc on campus.

        Before you type make, you need to set environmental
varible, ON_CAMPUS.

        In bash,
        ON_CAMPUS=YES;export ON_CAMPUS
        
        In csh
        setenv ON_CAMPUS YES

        Then type make or gmake.
If you get an error message, please let me know.
