I believe the missing tube is in RC2, not RC0.  At least, that's 
the tube that we removed several months ago -- the rearmost tube on the 
bottom of the rearmost Cerenkov.  That would be consistent with the lower 
efficiency in RC2 compared to RC0 and 1 (aside from the fact that RC2 sees 
more BLAST field than RC0 or RC1, so it SHOULD be less efficient until 
shielding is added).
